Phase 4 of Western Heights "Transforming Western" Breaks Ground in Knoxville | Shapiro & Company Architects

This week, Knoxville’s Community Development Corporation (KCDC) broke ground on Phase 4 of the Transforming Western redevelopment at Western Heights, continuing one of the most significant affordable housing and community reinvestment efforts currently underway in Tennessee.

Designed by Shapiro & Company Architects in partnership with Brinshore Development and KCDC, Phase 4 will introduce 47 new one- to four-bedroom homes across three residential buildings, alongside a new amenities building with fitness, meeting, leasing, and community spaces that will support residents across multiple phases of the redevelopment.

Transforming Western is part of HUD’s Choice Neighborhoods Initiative, a highly competitive federal program focused on replacing aging public housing with mixed-income communities connected to healthcare, education, transportation, recreation, and economic opportunity. Across six phases, the redevelopment is expected to deliver 479 new housing units by 2029 while reshaping the broader Western Heights and Beaumont neighborhoods.

Large-scale housing redevelopment succeeds through coordination across disciplines, institutions, and long-term public investment. The Western Heights master plan reflects years of collaboration between KCDC, Brinshore Development, Urban Design Associates, city leadership, and community stakeholders, with architecture intended to reinforce the character and scale of surrounding Knoxville neighborhoods rather than operate independently from them.

The residential buildings draw from traditional neighborhood forms and materials familiar to downtown Knoxville, while the broader redevelopment prioritizes walkability, accessibility, and long-term residential performance. Projects of this scale carry both architectural and civic responsibility because they shape how communities grow, connect, and access opportunity over time.
